Temporary Construction Office Trailers
ZONING APPROVAL IS REQUIRED FOR ALL TEMPORARY CONSTRUCTION OFFICE TRAILERS.
Zoning approval is required for all temporary construction office trailers. This guide provides a step-by-step process to acquire zoning approval.

- STEP 1: Apply for Zoning Approval
To apply for zoning approval, you may apply online via ePortal or in-person.
To apply online, please visit ePortal. When you are logged into your ePortal account, go to "Apply", select "Plans", and select “Zoning Approval – Certificate of Zoning Approval.” Please follow the instructions on screen.
To apply in-person please bring all necessary documents and check in at the Early Assistance Desk, Development Services Building, 5 County Complex Court, Prince William, VA 22192, to obtain a service ticket for Zoning Counter services. The Zoning Counter is open from 8:00 am to 4:00 pm, Monday through Friday. Tickets for zoning counter services stop at 2:00 pm to ensure all customers are served by close of business.
Please note:
- Address Validation by Geospatial Technology Services is required prior to zoning submission.
- Address Validation form.
- We will need the address that is created specifically for the trailer, as shown on the completed address validation, to be the address listed on the zoning application form.
- A Building Release letter is required prior to zoning submission. Building Release letters are issued in association with established active site plans. The Building Release letter may be obtained through the Department of Development Services Land Development Division at [email protected] or (703) 792-6830.
- A county approved site plan for the requested project site is required.
- Trailers should be requested within the approved limits of disturbance as shown on the county approved site plan.
- Trailers outside of the limits of disturbance will require Environmental Management review.
- Zoning approval is for temporary construction office use only during a build project by the construction firms. Trailers must maintain the setback requirements of the zoning district for the site.
- Trailers cannot be located in any easement, unless applicant provides written permission from the easement holder.
- Trailers should not be located in any ingress/egress easements or rights-of-way.
- If the temporary construction office trailer includes decking, the decking will need to be drawn to-scale on the county approved site plan in association with the trailer(s) and plans with exact dimensions provided.
- If proposing additional site improvements, site plan approval is required. Site plan review is conducted by the Department of Development Services Land Development Division, at 703-792-6830 or [email protected]
- After zoning approval is issued, permit applications for temporary construction office trailers must be submitted to Building Development Division at (703) 792-4040 or [email protected].

- STEP 2: Zoning Approval Requirements (What to bring)
- Provide a completed Zoning Application Form.
- Provide the Building Release Letter (for trailer only).
- Provide completed Address Validation (for trailer only).
- Provide the full-size, 100% to-scale, approved and stamped Prince William County site plan that clearly shows the surveyor’s seal, signature, and scale used.
- Draw the temporary construction office trailer to scale on the approved and stamped Prince William County site plan.
- Provide the exact dimensions of the full project, including length and width for the trailer and length and width of any decking if applicable.
- Measure and show the setbacks to each property line from the trailer.
- Highlight the trailer location.
- If applying in-person provide 2 copies of the 100% to scale approved and stamped site plan.
- Provide plans that show the exact dimensions of the temporary construction office trailer that includes length & width, if available.
- Review the Zoning Fee Schedule for the applicable processing fee and pay by credit card.
- Review Step 3 below to check if other requirements may apply to your property or project.
- STEP 3: Other Requirements that may apply
- A Special Power of Attorney Affidavit is required if the applicant is not the property owner or a registered Prince William County contractor.
- If a project is within any easements, including utility easements, written approval from the easement holder may be required.
- If other commercial improvement projects have been completed on the property without prior site plan approval, site plan review may be required.
- To find the setbacks for temporary construction office trailers, please review the Prince William County Zoning Ordinance. This information can be located under the “Setbacks” section for each subsequent zoning district. Zoning staff will verify setbacks before issuing zoning approval.
