    Thomas Smith

    Thomas Smith has a Bachelor of Science in Civil Engineering from Rutgers University, a Master of Science in Environmental Engineering from George Washington University, and is a licensed professional engineer in Virginia.  He has over 40 years of experience as an engineering manager in water resources, wastewater, stormwater, and solid waste projects in both the private and public sector.

    Prior to being appointed as the Director of Public Works in October 2020, Mr. Smith worked for 32 years as the Assistant Director of Public Works for Solid Waste. While directing the award-winning landfill operation he planned and implemented comprehensive solid waste management programs, including landfill expansion and development, recycling collection, processing and marketing, yard waste composting, renewable energy projects, and long-term beneficial use of landfill property as an Eco-Park.
