Construction and Operations Division

 Service Districts are created when a group of residents or business owners petition the County to provide non-routine services to a certain geographical area.  Residents of Service Districts pay an additional tax to the County to cover the cost of services not provided routinely by the County. 

Prince William County has two Service Districts -- Bull Run Mountain and Lake Jackson.  The residents within these Service Districts pay a levy collected by the County's Finance Department and recorded in a separate special revenue fund that is managed by the Department of Public Works.  The Department of Public Works coordinates road maintenance work requests with their respective associations serving the communities. 

Bull Run Mountain

A Service District in this community was created on April 3, 1990.  It was established pursuant to Section 15.1-18.2 VA Code Ann. by ordinance duly adopted by the Board of County Supervisors.  The Service Districts were created to provide a funding mechanism for the maintenance of the existing, non-state maintained roads within Bull Run Mountain Estates.  Steep grades and too narrow right-of-way widths prevent the current roads from being upgraded to the Virginia Department of Transportation (VDOT) standards.

Bull Run Mountain Service District Map

Lake Jackson

A Service District in this community was created on May 5, 1992.  It was established pursuant to Section 15.1-18.2 VA Code Ann. by ordinance duly adopted by the Board of County Supervisors. The Service Districts were created to provide a funding mechanism for the maintenance of the existing, non-state maintained roads within Lake Jackson Estates. Steep grades and too narrow right-of-way widths prevent the current roads from being upgraded to the Virginia Department of Transportation (VDOT) standards.
