Police Department Recognizes Member Promotions

On Wed., Dec. 10, 2025, Police Chief Peter Newsham recognized several department members during a promotion ceremony. Since the last promotion ceremony, 11 sworn and professional staff listed below have been promoted and were given the opportunity to be recognized by department leadership, their peers, and loved ones at today’s ceremony. The ceremony was held at the Charlie T. Deane Central District Station in Woodbridge (22192). The Police Department takes great pride in supporting our members who have progressed in their careers and congratulates them on their achievements.

The Police Department would like to recognize the below sworn and professional staff members who were promoted:

Promoted to the rank of Police Lieutenant: William Franks and Kenneth Hulsey

Promoted to the rank of Police First Sergeant: Gary Brunelle, Sonny Rostami and Richard Toke

Promoted to the rank of Police Sergeant: Robert Battinelli, Nicholas Kelly and Jason O’Sullivan

Promoted within our Professional Staff: Mohammad Alquraishi to Senior Public Safety Analyst, Amy Corbin to Crime Analysis Manager and Jessie Le to Public Safety Specialist
