Tanya M. Washington, AICP, is Director of the Prince William County Planning Office for Prince William County, VA, the second largest county in the Commonwealth of Virginia and one of the most diverse in the nation. Ms. Washington leads the Prince William Planning Office’s efforts to provide innovative and equitable land use planning and development review for rapidly growing Prince William County, near Washington, DC. Under her leadership, Prince William Planning addresses issues such as redevelopment and infill development; greenfield development; transforming auto-centric areas into walkable, multi-modal communities; expansion of housing options and affordable housing; the growth of the data center industry; the transformation of older shopping centers into locations of new housing; and preservation of the county’s rich cultural history and resources. Ms. Washington and the Planning Office led Prince William County’s efforts to develop the County’s first Affordable Dwelling Unit Ordinance, adopted in June 2025, that expanded the County’s incentives for new affordable housing.
Prior to joining Prince William Planning in February 2024, Ms. Washington (formerly Tanya Stern), served over 5 years in Montgomery County, MD as Deputy Planning Director and Acting Planning Director of the Montgomery County Planning Department. As Acting Director from 2022 to 2023, she led innovative planning services and development review for urbanized, suburban, and rural areas in Maryland's largest county and led Montgomery Planning's team of 150 employees. She also served as Deputy Planning Director for over 4 years overseeing five divisions. During her time at Montgomery Planning, she oversaw the department's development of countywide and area master plans; housing, multi-modal transportation and growth management policies; innovative studies and data analysis on real estate and the economy; preservation of the county’s historic resources; and promotion of design excellence in the county’s architecture and public realm. She was also a key advisor for the creation of Thrive Montgomery 2050, the county's General Plan, and oversaw implementation of Montgomery Planning's Equity in Planning Agenda to make equity a foundational part of the department's work and operations.
Previously, Ms. Washington served for 14 years in the Government of the District of Columbia, at the DC Office of Planning as Deputy Director overseeing neighborhood planning and urban design and as Chief of Staff; in the Executive Office of the Mayor; and in other agencies. Additionally, she has 11 years of non-profit sector experience. Ms. Washington holds a master’s in city planning from the University of Pennsylvania and is certified through the American Institute of Certified Planners and as a Certified Public Manager. She is a member of the American Planning Association, Lambda Alpha International and the Urban Land Institute (ULI). Ms. Washington is a member of ULI’s Transit-Oriented Development Product Council.
David McGettigan, Sr. AICP is the Deputy Planning Director for the Prince William County Planning Office. In this role he supervises the Countywide Planning, Land Use Review and Community Planning and Revitalization divisions. David provides leadership on a number of major projects including an update to the Zoning Ordinance, development of numerous small area plans, and modernization of the land use review process.
Prior to his role as Deputy Planning Director, David led the Countywide Planning Division where he directed efforts such as the 2040 Comprehensive Plan Update, creation of Affordable Housing policies, expansion of mixed-use policies and development of rural area policies. Mr. McGettigan has a Bachelor of Arts in Urban Affairs from Virginia Tech and a Master of Planning from the University of Virginia.
Oly is a dedicated Senior Executive Assistant and operations leader with over a decade of experience supporting executive leadership and driving administrative excellence across government, education, and healthcare sectors. Currently serving Prince William County as the Senior Executive Assistant to the Planning Director and Planning Commission Clerk, Oly is known not only for her sharp organizational skills and strategic mindset but also for her genuine passion for public service and community impact.

Her career has been defined by a commitment to making systems work better for teams, for leaders, and for the people they serve. Whether she’s coordinating high-level public hearings, streamlining operations across multiple sites, or helping families navigate school systems, Oly brings heart and precision to everything she does.
Her journey includes impactful roles with Fairfax County’s Community Services Board and Public Schools, where she led innovative projects, mentored teams, and built bridges between departments and communities. She’s especially proud of her work designing tools that improved access to mental health services and her efforts to empower families through education and support.
Oly holds a Bachelor of Science in Psychology from Liberty University. Oly blends her academic insight with real-world experience to lead with compassion and clarity. Outside of work, she’s a lifelong learner, a proud advocate for equity in public services, and someone who believes that small, thoughtful actions can lead to big, lasting change.
Dominika currently serves as the Senior Business Service Administrator for the Prince William County Planning Office, where she leads the administrative team and manages key operational areas including budgeting, personnel, emergency management, and customer service. As a member of the Planning Office Leadership Team, she plays an integral role in shaping strategic direction and advancing countywide initiatives focused on systems improvement and organizational efficiency.
Previously, Dominika held the role of Clerk of Court for the Alexandria Juvenile and Domestic Relations District Court, acting as the chief administrative officer in accordance with the Virginia Code Statute. During her tenure, she spearheaded transformative projects such as the transition from manual to electronic records management, the optimization of case processing systems, and the development of collaborative partnerships with law enforcement, social services, and educational institutions. She also led staff development efforts through targeted training programs and performance evaluations aligned with Virginia Supreme Court standards.
Dominika holds a Bachelor’s Degree in Business Administration with a concentration in Management from Strayer University and is a Certified Court Manager through the National Center for State Courts. Over the past 17 years, she has demonstrated a steadfast commitment to public service and organizational leadership, supported by extensive professional development in ethical decision-making, conflict resolution, project management, FOIA compliance, and human resources policy.
Katia is an accomplished fiscal and administrative professional with more than 17 years of progressive experience in government operations, financial management, and human resources. As a Fiscal Specialist and HR Liaison for the Prince William County Government, she provides expert oversight in accounting, payroll, and personnel administration, ensuring compliance with county and state regulations. Throughout her career, Katia has demonstrated exceptional leadership in process improvement, employee development, and operational efficiency across both public and private sectors. Fluent in English and Spanish and proficient in multiple financial and HR systems, she is recognized for her analytical acumen, integrity, and dedication to excellence. Katia is currently pursuing a Master of Public Administration at Strayer University, further advancing her expertise in public sector leadership and organizational management.
Toni has been providing administrative support in the Planning Office since mid-2002 including general duties and customer service, answering phone and email inquiries, and supporting various citizen boards, committees, and commissions. Prior to that Toni spent about 15 years in a variety of administrative/office management positions predominately in the construction and residential management fields. Prior to that Toni spent about 5 years managing a Section 8 housing for the elderly, and then a catalog sales agency and then a small business.
Phibe is a seasoned administrative professional with extensive experience in local government operations, records management, and high-level administrative support. She holds the Certified Municipal Clerk (CMC) designation from the International Institute of Municipal Clerks (IIMC), demonstrating her deep expertise in municipal operations and her commitment to confidentiality, accuracy, and ethical standards.
Currently serving as an Administrative Specialist with Prince William County Government since May 2025, Phibe provides comprehensive support within the Planning Office by managing complex transactions, coordinating cross-department services, maintaining records, supporting events and meetings, and assisting with office efficiency improvements. Phibe also serves as backup to the Planning Commission Clerk and contributes to website management and customer service.
Prior to this, she held an Executive Assistant position with the Seminole Tribe of Florida, Inc., supporting executive leadership across operations, finance, and legal departments. In this role, Phibe managed project timelines, financial reporting, contract compliance, and Board meeting coordination and meeting minutes.
Before that, as a Purchasing Specialist for the City of Pembroke Pines, she oversaw procurement of goods and services, ensuring regulatory compliance and contract administration.
Previously, Phibe spent eight years as a Records/Agenda Coordinator in the City of Miramar’s Office of the City Clerk. In this role, she oversaw public records requests, litigation documentation, staff training initiatives, and the preparation of agendas utilizing platforms such as JustFOIA, Tyler Munis ERP, and Legistar Granicus. Before that, she spent over ten years as an Executive Assistant across multiple departments within the City of Miramar, where she led administrative projects, managed budgeting and financial reporting, and provided comprehensive support to staff.
Phibe holds a Master of Public Administration with a concentration in Healthcare Management and a Graduate Certificate in Health Services Management from Devry Keller Graduate School of Management, as well as a Bachelor of Arts in Health Services Administration from Keiser University.
