About Planning & Zoning

The Planning Office is responsible for the review of development applications including rezonings, special use permits, comprehensive plan amendments, Agricultural and Forestal District applications, zoning appeals and variances, and public facility reviews. The office also acts as support staff to the Planning Commission, Board of Zoning Appeals, Historical Commission, Agricultural and Forestal Districts Advisory Committee, Architectural Review Board, and the Trails and Blueways Council. The Planning Office has four divisions: Long-Range Planning, Current Planning, Zoning Administration, and Community Development.

The Planning Office is located in the Development Services Building at 5 County Complex Court, Suite 210, Prince William, VA 22192-9201.

Long-Range Planning

David McGettigan, AICP Long-Range Planning Manager
Long-Range Planning is responsible for maintaining the Comprehensive Plan which may include preparing updates to the plan, processing comprehensive plan amendment requests, and processing public facility reviews. Long-Range Planning coordinates the County's cultural resources program including archaeology and support to the Historical Commission, as well as providing support to other committees and councils such as the Agricultural and Forestal Districts Advisory Committee, DCSM/Zoning Ordinance Advisory Committee, Trails and Blueways Council, and Architectural Review Board. The division also coordinates Special Planning Projects, provides GIS analysis and data services for the Planning Office, such as the Build-Out Analysis, maintains Planning Office maps and provides research and policy analysis for Zoning Text Amendments. Potomac Communities is also within Long-Range Planning, as is the Planning Office webmaster.

Current Planning

Current Planning reviews and provides case management services for rezoning and special use permit applications from initial submission to preparing reports that include staff recommendations for presentation to the Planning Commission through final action by the Board of County Supervisors regarding the application. Current Planning also responds to requests for land development documents and records associated with land development activities through the Records Center.

Zoning Administration

Lisa Fink-Butler, CZA, CTM Zoning Administration Division Chief
The Zoning Administration Division provides zoning determinations, zoning and proffer interpretations, processes home occupation certificates for family day homes, and verifications of non-conforming uses. Zoning Administration also administers the County zoning ordinance. In addition, Zoning Administration processes appeals and variance requests to the Board of Zoning Appeals and responds to zoning and proffer verification requests. The division is also responsible for proffer administration.

Community Development

Community Development Coordinator
Community Development implements activities and projects across the County that enhance capital investment and job creation within target redevelopment areas. this program works with the private sector to identify, promote and implement redevelopment and revitalization strategies of vacant/underused properties, reuse of existing structures, and quality mixed use developments in strategic locations. The position is overseen by the Deputy Director of Planning.
