Mandi Spina Appointed Chief Transformation Officer for Prince William County

County Executive Chris Shorter has appointed Mandi Spina as the next Chief Transformation Officer, or CTO, for the Transformation Management Office, or TMO, effective Nov. 8, 2025. Spina will serve a two-year term in this role, bringing more than a decade of leadership within the county and a strong track record of driving operational excellence, innovation and strategic collaboration. 

Spina currently serves as Director of the Department of Development Services, or DDS, where she leads a team of more than 150 employees responsible for functions spanning building and land development, permit issuance, structural inspections and enforcement of building code requirements. Throughout her tenure, she has championed continuous improvement, cross-functional teamwork and resident-focused service delivery. 

As CTO, Spina will guide the county’s efforts to build a more agile, data-informed and collaborative government that delivers better outcomes for the community. The office partners with county departments to provide expertise in change management, process improvement, performance measurement and resident-centered innovation. 

“This role aligns directly with my passion for innovation, strategic collaboration and delivering exceptional service to our community,” said Spina. “The county’s Transformation Management Office has made incredible strides over the past two years, and I am energized by the opportunity to build on this progress. As a department director who has utilized the TMO’s services regularly, I’ve seen firsthand the value of their work—driving results through data-informed strategies, operational improvements and cross-departmental coordination.”

Her experience working directly with the Transformation Management Office gives her a unique perspective to advance the county’s transformation goals,” said County Executive Chris Shorter. “I also want to extend my sincere gratitude to Lisa Madron, who served as the county’s first Chief Transformation Officer. Over the past two years, Lisa successfully established the TMO and led strategic initiatives that have moved the organization forward. Her foundational work has positioned us for continued progress.” 

The TMO was established in 2023 as a central hub to lead countywide innovation and performance improvement. Under Madron’s leadership, the TMO built enterprise-wide capacity for change management, strategic planning and service delivery enhancements. Madron will return to her role as Executive Director of Community Services. 

The TMO exists to ensure that Prince William County residents receive services that are easier to access, faster to deliver, and more responsive to their needs. The TMO leads strategic initiatives that improve how government works—streamlining internal processes, embracing digital tools and strengthening coordination across departments. By fostering a culture of innovation, accountability and continuous improvement, the TMO helps transform complex challenges into simple, person-centered solutions. Spina’s appointment reflects the county’s continued investment in empowering leaders who value innovation, collaboration and excellence in public service.
