Prince William County Unveils New Conditional Approval Path to Accelerate Site Development Projects

To further streamline the land development process and reduce project lead times, the Department of Development Services’ Land Development Division has officially introduced a Conditional Plan Approval option, effective immediately.

This new procedure allows Site Developers to receive a stamped final plan and an approval letter before the County Attorney finalizes the review of deeds, plats, and agreements. This is only applicable to final site and subdivision plans.

Previously, projects often faced a "waiting period" while legal documents underwent final review. Upon request, this new optional procedure allows developers who have met core agency requirements to move forward with key administrative and field preparation tasks, in parallel with the legal finalization.

“Our goal is to eliminate downtime,” said Ricky O’Connor, Acting Director, Department of Development Services. “By providing a stamped final plan earlier in the process, we are empowering customers to coordinate with external agencies and prepare for construction while the final legal ‘i’s’ are dotted and ‘t’s’ are crossed.”

Key Benefits of Conditional Approval:
Once a project receives the Conditional Approval Letter, developers can immediately proceed with:

• Preparation: Distributing hard copy final plans to inspection agencies and scheduling pre-construction meetings.
• Permitting: Obtaining Virginia Erosion and Stormwater Management Program permits.
• Coordination: Securing permits from VDOT, Prince William Water and other external agencies that require a County stamped final plan.

Eligibility and Process:
To qualify, a project must have all relevant County agency approvals. Once the Land Development Division Project Manager issues a “Signature Summary Letter,” applicants can upload final plans and pending legal documents to ePortal. The Project Manager aims to provide the digital stamp and Conditional Approval Letter within seven business days of upload.

While this process accelerates preparation, the final site permit will not be issued until all hard copy legal documents are fully approved, processed by the County, and recorded.
