Lisa Madron

Chief Transformation Officer (CTO)

Lisa is a licensed clinical social worker, certified trauma specialist and holds various other certifications from her over 30 years’ experience in her clinical and administrative work. Prior to serving in her current position of Chief Transformation Officer, Lisa served as Executive Director for Community Services where she has grown mental health, substance use and developmental services and has been involved with the transformational change in crisis services. Lisa has a passion for transformation whether helping individuals make personal changes or working to create processes and systems that add value. Lisa is committed to continuous improvement and is an avid learner who seeks to inspire innovation, collaboration and thriving.

Rachel Laguna

Deputy CTO

Rachel Laguna is a Deputy Chief Transformation Officer of the Prince William County Transformation Management Office. She has over 10 years of experience in leading quality improvement events, data analytics, change management, process improvement, and agile methodologies. With a proven track record in spearheading customer-centric transformation projects and a keen eye for fostering organizational excellence she has a passion for empowering government organizations, enhancing employee engagement, and elevating customer experiences to deliver superior results. Having led over 100 continuous quality improvement initiatives in local government, Rachel possesses a wealth of hands-on experience in driving impactful change. Her extensive credentials include certifications as a Scrum Master, Lean Six Sigma Green Belt, Change Management Practitioner, and Data Analytics Certified Manager, underscoring her proficiency in diverse disciplines essential for organizational transformation. Rachel’s academic background further enriches her skill set, with two bachelor’s degrees in International Affairs and Foreign Languages. She has also pursued specialized certifications in Leading and Managing Data from the University of Southern Maine and Project Management from Georgetown University, augmenting her theoretical knowledge with practical insights. Beyond her professional endeavors, Rachel is deeply committed to making a difference in her community and beyond. She is a board member of a national organization working to the advancement of Women’s Healthcare opportunities. Additionally, her dedication to humanitarian causes is evident through her service on the executive board of an international organization focused on providing humanitarian assistance to the Venezuelan diaspora.

Tony Turnage

Deputy CTO

Tony brings over two decades of invaluable experience to the social services field. With a Master's degree in Social Work from the University of Pittsburgh and a Bachelor's degree from Bowie State University under his belt, Tony is well-equipped to navigate the complexities of this field. Currently serving as Deputy Chief in the Transformation Office, Tony is at the forefront of driving positive change. Previously, he spent five impactful years as Assistant Director at Prince William County’s Department of Social Services/Homeless Services Division, where his primary focus was on enhancing accessibility to essential services. Tony's passion lies in improving processes to ensure that accessing services is as seamless as possible for customers. He believes in prioritizing the customer experience over mere customer transactions, advocating for a continual evolution towards excellence. Tony's love for policy and process is evident in his dedication to finding synergies between the two for the betterment of those served by the County. Beyond his professional endeavors, Tony finds joy in street photography—a hobby that allows him to capture moments of beauty in the everyday. Domonique Ward

Domonique Ward

Deputy CTO

Domonique Ward, CPE is an APCO Certified Public Safety Executive and ProSci Certified Change Practitioner with 24 years of experience in local government. She holds a Bachelor’s degree in Business Administration with a Human Resource Management concentration. Domonique’s career has spanned Public Safety in emergency communications and management, legislative advocacy, Public Works, and Transformation Management. She has served in senior and executive leadership positions in Spotsylvania, Orange, and Prince William, Virginia, as well as in New Orleans, LA. Prior to joining the Office of Transformation Management (TMO) as Deputy Chief, Domonique served as Acting Director of Public Works. She finds fulfillment serving as a mentor to women across industries seeking personal and professional growth and development. Domonique takes pride in driving and impacting meaningful change through process improvement, leadership coaching and development, and technology optimization. Domonique looks forward to sharing her expansive knowledge focused on local government processes and exceptional customer experience service delivery with the TMO, to drive the mission and vision of Prince William County.

Sarah Henry

Director of Community Outreach and Partnership

Sarah Henry is the Director of Community Outreach & Partnerships for the Prince William County Transformation Management Office. She believes that community engagement is a fundamental building block for local government. Sarah has worked within the Prince William Area local government for over 20 years, first in Manassas Park Parks and Recreation and then with the Prince William Area Agency on Aging. Sarah is a Certified Public Manager, a Prosci Change Management Practitioner and a Certified Parks & Recreation Professional.  She holds a BS in Recreation, Parks and Tourism from Radford University, Waldron College of Health & Human Services.

Charlene McCombs

Senior Executive Assistant

Charlene McCombs is the Senior Executive Assistant for the Prince William County Transformation Management Office. Charlene is excited to be a part of the TMO office that will be focusing on improving the customer experiences. Charlene has over 15 years’ experience as a Manager in Contracts Management and knows how to provide high-level administrative support, exceptional organizational prowess and has a keen ability to streamline operations effectively. Charlene has a Master of Business Administration (MBA) and just recently attained a Prosci Change Management Practitioner Certification. She has resided in the county for 38 years, embodying a profound understanding of its dynamics and needs. She is committed to facilitating seamless executive functions, ensuring optimal efficiency and projectivity within the organization.
