Mandi Spina

Mandi Spina

Chief Transformation Officer (CTO)

Mandi Spina serves as Prince William County’s Chief Transformation Officer, bringing more than 13 years of dedicated service, strategic leadership, and innovation to the organization. Prior to her appointment, she served as Prince William County’s Director of Development Services, where she led a diverse team of more than 150 employees and oversaw critical functions including building and land development, zoning administration, and administrative operations.

Throughout her career, Mandi has been a driving force behind countywide transformation efforts, leading initiatives that improve operational efficiency, strengthen employee engagement, and elevate the customer experience. She has chaired multiple cross-departmental Process Action Teams, spearheaded high-impact supervisor and leadership development programs, and played key roles in County-wide efforts.

Her commitment to leadership excellence is demonstrated through her High-Performance Leadership Master Certification from the National Association of Counties Professional Development Academy and her recognition as the recipient of the Transformational Leadership Award at Prince William County’s inaugural Leadership Summit.

Mandi is a graduate of the University of Pittsburgh, earning a B.A in English Literature with minors in Communications and Administration of Justice.

Kris Spoon

Deputy CTO

Kris Spoon brings 17 years of experience with Prince William County, where she has led initiatives to modernize operations, enhance cross-department collaboration and improve community engagement. As IT Manager for Development Services, Kris spearheaded digital transformation efforts, including major system upgrades and transitions from paper to digital workflows. Her collaborative leadership style and focus on practical innovation have earned her multiple leadership awards for advancing efficiency and change across the organization.

Dr. Carletta Sims

Dr. Carletta Sims

Deputy CTO

Dr. Carletta Sims joins the TMO with more than 20 years of experience in public sector administration, fiscal analysis and program management. Dr. Sims earned her public administration doctoral degree from Indiana University’s School of Public and Environmental Affairs with a focus on policy analysis and public finance. As a Principal Fiscal Analyst in the Office of Management and Budget, she has guided strategic resource allocation and fostered cross-agency collaboration to strengthen accountability and efficiency. Dr. Sim's leadership across government and nonprofit sectors reflects a deep commitment to cultural transformation, performance improvement and sustainable organizational growth.

Deputy CTO

Janet Bartnik brings decades of leadership in parks and recreation management, currently serving as the Deputy Director of Parks and Recreation. She has championed strategic planning, process improvement and community-driven innovation. In Prince William County and beyond, Janet has led efforts that enhanced service delivery, strengthened partnerships and modernized operations. Her people-focused perspective and expertise in change management exemplify her dedication to creating agile, inclusive and forward-thinking public services.
