The Prince William County Department of Transportation invites the public to attend a Design Public Hearing (DPH) in the Prince William County Board Chambers at the McCoart Building at 2:00 p.m. on September 20, 2022 to learn more about an upcoming project to construct a 1,400 spaces commuter parking garage on a county-owned property located at 2501 Opitz Blvd., Woodbridge, VA 22191. The project will also include off-site roadway and pedestrian improvements to facilitate access to and from the garage.

The purpose of this public hearing is to receive public comments on endorsing the final design of the Potomac/Neabsco Commuter Parking Garage Project and endorse the Limited Access Control Change required to install pedestrian facilities associated with this project.

In accordance with the National Environmental Policy Act (NEPA) and 23 CFR 771.117, the Federal Highway Administration (FHWA) approved a Categorical Exclusion (CE) for the project on April 7, 2021. The proposed improvements to the Rock River Way will result in a change in the existing limited access control line for Interstate 95 at the Opitz Blvd. interchange. Changes to interstate limited access control require FHWA approval; however, this change was not previously identified in the approved CE. Pursuant to 23 CFR 771.129, a Reevaluation Memorandum has been prepared to assess the environmental effects the limited access control line change would have on the validity of the approved CE. 

Public can preview the project information, design plans, and the Reevaluation Memorandum prior to the Design Public Hearing at the Prince William County Department of Transportation website.
