Mandi Spina Hired as County’s Development Services Director

Following a thorough recruitment process, Prince William County has hired Mandi Spina as the county’s Director of the Department of Development Services. The appointment is effective Nov. 13, 2023. 

Spina is currently the Acting Director of the county’s Department of Development Services, where she has been serving for the last eight months. Before that, she served as the department’s deputy director. Spina has been with Prince William County since 2013, where she served in several roles, including Senior Human Resources and Administration Analyst for the Department of Development Services, Senior Human Resources Analyst for the Department of Information Technology, and Senior Business Services Analyst with Development Services.  

In her role as director of Development Services, Spina will lead and manage a staff of more than 150 full-time employees. She will be responsible for the oversight of the department’s divisions of Building Development, Land Development and Zoning Administration, as well as the Early Assistance Desk. She will serve as a liaison to industry groups, to include the county’s Commercial Development Committee, as well as NVBIA, NAIOP and the Chamber of Commerce; and she will co-chair the county’s Development Ordinance and Review Advisory Committee.  

“Mandi has demonstrated with her extensive experience, proven performance and leadership that she is the best candidate for the job,” said County Executive Chris Shorter. “Her experience with the Small Business Project Management Program, managing Development Fee Schedule budgets, leading Continuous Quality Improvement initiatives, collaborating with the development community to address permitting process issues, and leading organizational transitions, are all necessary skills needed to effectively lead the Department of Development Services. I am excited to welcome her as a permanent addition to the county’s leadership team.”

Spina received her Bachelor of Arts degree from the University of Pittsburgh.
