Prince William County Repeals Local Home Improvement Contractor License to Streamline Business Regulations

Prince William County has officially eliminated its local Home Improvement Contractor License (HICL) requirement for residential contractors operating within the County. The Prince William Board of County Supervisors voted unanimously to approve the repeal on July 7, 2026, passing Ordinance No. 26-45.

The repeal supports the County’s ongoing efforts to streamline development services-related processes, remove unnecessary regulatory steps, and make it easier to conduct business in Prince William County.

The legislative change follows an internal review of the County's development services-related processes, which determined that the local license created an additional requirement beyond the contractor licensing framework already administered by the Virginia Department of Professional and Occupational Regulation’s (DPOR) Board for Contractors. Contractor licensing authority, enforcement, and consumer protections remain firmly established at the state level through DPOR.

By dismantling this localized process, Prince William County is actively lowering the cost and time barriers of doing business. The repeal benefits home improvement contractors by eliminating the separate HICL annual renewal process, cutting out application fees and annual charges, and erasing the state mandate to purchase and maintain a $30,000 surety bond.

While the local license has been decommissioned, construction guidelines remain strictly enforced. Contractors must continue to acquire and maintain all valid state contractor licenses, classifications, and specialty designations through DPOR. Additionally, businesses must maintain their standard Prince William County Business License (BPOL).

The Department of Development Services’ Building Development Division emphasizes that all standard building permit processes, code regulations, and site inspections remain completely unchanged. The HICL fee line item will remain visible in the printed Fiscal Year 2027 fee schedule due to the timing of the vote, however, the County has stopped accepting or processing all HICL applications and renewals effective immediately.
