How To Build Your Better Driveway the Right Way

For many Prince William County homeowners, a home improvement project begins with a simple dream: more space for a growing family’s cars or a smoother surface for the morning commute. However, before the first shovel hits the dirt or the first load of asphalt arrives, there is a critical first chapter in every successful major home improvement: Zoning Approval.
“A driveway is more than just a place to park; it’s a significant investment in your home’s value and functionality,” said Ricky O’Connor, Acting Director, Department of Development Services. “We want to ensure that every expansion or second driveway is built safely and in a way that protects our local environment.”
All driveway expansions and the addition of second driveways require formal zoning approval. Whether applying online or in person, customers must follow a specific permitting process to ensure compliance with county safety and environmental standards, before beginning construction.
How to Apply
Customers have two convenient ways to submit their applications:
- Online: Visit ePortal and select "Zoning Approval - Building Permit Zoning Approval" under the Plans section.
- In-Person: Visit the Zoning Counter at the Development Services Building (5 County Complex Court, Prince William, VA 22192) between 8:00 am and 2:00 pm, Monday through Friday, to obtain a service ticket.
Key Requirements & Limitations
Before beginning an application, customers should be aware of several critical zoning rules:
- Surface Materials: Gravel is prohibited on lots smaller than one acre. Permitted surfaces include concrete, asphalt, brick, and pavers. The improved surface must support the entire vehicle (parking only under tires is not allowed).
- Front Yard Limits: On lots less than one acre, driveways and parking areas cannot exceed 35% or 720 square feet of the required front yard (whichever is greater).
- VDOT Approval: If you are expanding a driveway apron or adding a second driveway, you must first obtain a permit from the Virginia Department of Transportation (VDOT) by calling 1-800-367-7623.
- Lot Coverage: Driveways count toward a property's total lot coverage. These limits vary by zoning district (e.g., R-4 is 40%, while SR-1 is 25%).
What to Provide
Customers must provide a completed Zoning Application Form and a 100% to-scale house location survey plat featuring the surveyor’s seal. The proposed driveway must be drawn to scale on this plat, highlighting the location, dimensions (length and width), and intended materials.
Additional Considerations
Certain properties may require further review. This includes homes located in Resource Protection Areas (RPA) or floodways, which require Environmental Management review.
