Affordable Dwelling Unit Programs Overview

AFFORDABLE DWELLING UNITS (AFDU) PROGRAMS OVERVIEW

The Prince William County Board of County Supervisors (BOCS) approved Res. No. 22-592 on December 13, 2022, to adopt the Housing Chapter of the 2040 Comprehensive Plan, which recommends the development of an affordable dwelling unit ordinance.  Ordinance No. 25-35 was approved on June 3, 2025, to establish the Affordable Dwelling Unit (AfDU) Ordinance under state enabling legislation Code of Virginia 15.2-2305.1, with the purpose of providing affordable housing for persons of low-moderate income through the Affordable Dwelling Unit Rental and For-Sale Programs.

The Prince William County’s Affordable Dwelling Unit Ordinance mission and goals are to support and encourage the development of a full range of housing choices through collaboration with the development industry and promote continued existence of such Affordable Dwelling Units (AfDUs). 

“Affordable Dwelling Unit” shall mean a dwelling unit that is affordable to households with incomes at or below 80% of the Washington-Arlington-Alexandria, DC-VA-MD HUD area median, income adjusted for household size as determined by the U.S. Department of Housing and Urban Development (HUD) and updated annually.

Program Implementation

The AfDU Ordinance went into effect on December 1, 2025.  No AfDUs under the approved Ordinance have been built to date.  Once they are built and become available, the Prince William County Office of Housing and Community Development will provide a list of those units, and eligibility requirements on its website.
