Dr. Alicia Hart Appointed Deputy County Executive for Prince William County

Following an extensive national search, County Executive Chris Shorter has appointed Dr. Alicia Hart as the Deputy County Executive for Government Operations, Performance and Innovation. The Board of County Supervisors concurred with the County Executive’s decision to appoint Dr. Hart, who will begin her position effective Nov. 10, 2025. 

In her new role, Hart will oversee and provide support to several county departments and offices, including Facilities and Fleet Management, Human Resources, Information Technology, Strategic Planning, Performance Management and Procurement Services. She will serve on the county’s executive leadership team to advance operational excellence and performance improvement initiatives that align with the county’s Strategic Plan and priorities for innovation, transparency and resident-centered service delivery. 

Hart is a seasoned executive public administrator with more than 20 years of experience leading complex organizations in operations management, facilities oversight and financial administration. She has successfully led complex organizations through transformation while ensuring efficiency, equity and sustainability. As Chief Operating Officer for Alexandria City Public Schools, she oversaw key operational functions, including transportation, safety, capital programs and maintenance, and managed a 10-year, $500 million Capital Improvement Plan. Her prior leadership roles included Executive Director of Facilities and Operations and Director of Educational Facilities for Alexandria City Public Schools; Assistant Director of Public Works, Maintenance and Operations, for Prince William County; and senior positions with the Maryland National Capital Parks and Planning Commission, where she managed a multimillion-dollar operating budget and department-wide grants program.

“I have a deep personal connection to this community,” said Hart. “I am long-time resident of Prince William County and a parent of a student in the county’s public school system, and of course, worked for the county earlier in my career. I am thrilled to serve the community in which I live, and I look forward to starting this next step in my career.” 

Hart holds a Doctor of Business Administration from Walden University, a Master of Business Administration from Strayer University and a Bachelor of Science in Business Management from Hampton University.
