Prince William Board of County Supervisors Approves Funding for New Fire Station and Homeless Navigation Center East

The Prince William Board of County Supervisors took two actions Tuesday that advance major Capital Improvement Program projects designed to support community needs and services. 

The Board budgeted and appropriated $3 million in debt financing and awarded a $16.2 million construction contract to Doyle Construction Company to build the new Fire and Rescue Station 27 on county-owned property at 15825 Spriggs Road. 

The station will house a pumper and an advanced life support ambulance, with 24-hour career staffing for both units. Plans include sleeping quarters, a kitchen and dayroom, a physical fitness room, a training room, offices, three apparatus bays and an area for personal protective equipment. 

Facilities and Fleet Management staff worked with the Office of Procurement Services to comprehensively evaluate four bids and selected the lowest responsive and responsible bidder. 

Construction of the new fire and rescue station, located in the Potomac Magisterial District, is scheduled for completion in the summer of 2027. 

In a separate action, the Board budgeted and appropriated $2 million from the U.S. Department of Housing and Urban Development and $4 million in debt financing to award a $21.5-million contract to Coakley & Williams Construction, LLC, to build the Homeless Navigation Center - East on county-owned property at 14716 Potomac Mills Road. 

The 34,000-square-foot facility will provide overnight, temporary, emergency sheltering and wrap-around services for up to 50 adults experiencing homelessness. A homeless Drop-In Center program will also be part of the programming, replacing the Bill Mehr Drop-In Center, which will be demolished to make room for the new building. The new facility is designed to increase coordination and collaboration between community partners and help individuals experiencing homelessness navigate the service system, with the goal of connecting them to permanent housing. 

The Prince William Office of Procurement Services received four bids for construction of the center and awarded the contract to the lowest responding bidder.  

Construction of the homeless navigation center, located in the Neabsco Magisterial District, is scheduled to be completed by the fall of 2027.  

“These investments reflect our commitment to meeting critical needs across Prince William County,” said County Executive Chris Shorter. “Building a new fire and rescue station strengthens our ability to respond quickly and effectively in emergencies, while the Homeless Navigation Center will expand access to shelter and coordinated services for some of our most vulnerable residents. Together, these projects support public safety, stability and a stronger community for everyone.”
