  • PANEL A: G.R.I.T. - BRIDGING THE GAP BETWEEN CORRECTIONS AND COMMUNITY

    TODD C. REID, CPD, CLSD

    ASSISTANT DIRECTOR OF SECURITY OPERATIONS, PARKS AND RECREATION

    Todd Reid is a decorated security executive and retired federal law enforcement officer whose career reflects the highest levels of public safety, dignitary protection, and enterprise security leadership. With experience spanning the United States Park Police, luxury hospitality, and county government, Todd has built a reputation for calm, decisive leadership in some of the nation's most complex and high-profile environments.

    Todd currently serves as Assistant Director of Parks & Recreation – Security Operations for

    Prince William County, Virginia, where he is responsible for security strategy, policy development, and operational oversight across 91 park locations serving park visitors and

    1,200 employees. Beyond his operational responsibilities, Todd is committed to community service and youth outreach, working to create pathways that develop tomorrow's workforce and inspire the next generation of public safety professionals.

    Todd's federal law enforcement career with the U.S. Park Police spanned roles in narcotics and vice investigations, major crimes, icon protection, and field command — including commanding the Motorcycle Unit that provided daily escorts and protection details for the President, Vice President, and foreign Heads of State. Todd has also served as a member of the Incident Management Team for several National Special Security Events (NSSEs), including the African Business Summit, Presidential Inaugurations, and the Papal Visit.

    Among his many honors, Todd is a recipient of the U.S. Park Police Medal of Honor, the DC Council of Governments' Uniformed Narcotics Officer of the Year, and the Harry Neal Award from the U.S. Secret Service Retired Special Agents. He holds certifications in Crime Prevention Through Environmental Design (CPTED) and as a Certified Lodging Security Director (CLSD).

    ROBERTO GOMEZ

    EXECUTIVE DIRECTOR, CORNERSTONE CRAFTSMAN

    Roberto Gomez is the owner of Even Scale, a home remodeling business based in the West End of Alexandria City, and the founder and Executive Director of the award-winning nonprofit Cornerstone Craftsman.
    Driven by a deep commitment to service, Roberto launched Cornerstone Craftsman to address the growing challenges of juvenile crime, gang activity, substance abuse, and school absenteeism in the region. Today, the organization stands as a cutting-edge workforce development initiative, creating pipelines to long-term careers in the skilled trades for young men and women ages 13–17 in Alexandria City. Through hands-on training and mentorship, participants gain practical skills, industry exposure, and a path toward sustainable futures.
    Roberto is an active civic leader, serving on the Alexandria City Gang Task Force, the Sheriff’s Community Advisory Board, the Alexandria Community Safety Forum, the Alexandria Police Foundation, and the ACPS CTE Advisory Committee. His contributions have earned him multiple honors, including the 2025 “Rising Star” award from the Alexandria Chamber of Commerce’s annual Best in Business Awards and the 2025 D.C. United’s Raise a Toast Award. In May 2024, he was also recognized as a 40 Under 40 honoree by the Alexandria Chamber of Commerce (Chamber ALX). 

    GINA CALLIRGOS

    HUMAN RESOURCES GENERALIST II, PRINCE WILLIAM WATER

    Gina Callirgos serves as a Human Resources Generalist at Prince William Water, where she leads Workforce Development initiatives and oversees the Diverse Voices, Inclusion, Belonging, and Equity (VIBE) Program. In her role, she manages employee‑focused development efforts, strengthens organizational culture, and advances equity‑driven strategies across the organization. She is currently spearheading the Utility Worker Pre‑Apprenticeship Program, designed to prepare participants for entry‑level careers in the water utility workforce.

    At Prince William Water, Gina develops actionable strategies that enhance the organization’s culture of inclusion and deepen engagement with both internal and external communities through programs, partnerships, and employee‑centered initiatives. She has designed and facilitated quarterly DEI‑centered panel discussions that create space for employees from diverse backgrounds to share their culture and lived experiences with colleagues. Gina also co‑created the DEI Terminology 101 workshop, a core learning program that strengthens organizational fluency in DEI concepts while examining bias, structural barriers, allyship, and strategies for cultivating an inclusive culture.

    Prior to her role at Prince William Water, Gina held roles in program and organizational change management, leading efforts to build inclusive systems and cultivate a more equitable organizational culture. She brings over seven years of experience in DEI, talent development, and community‑focused programming across nonprofit and corporate sectors, with research expertise centered on advancing equitable practices through data‑driven insights and organizational strategy.

    Gina holds a master of social work from the University of Maryland, specializing in Community Impact and Social Policy. She is a Prosci‑Certified Change Management Practitioner and a LUMA‑Certified Human‑Centered Design Practitioner. In addition to her work at Prince William Water, Gina serves on the board of Latinas Leading Tomorrow, supporting leadership development for young Latinas across the DMV.

    BYREN LLOYD

    DIRECTOR OF SAFETY AND SECURITY, OMNIRIDE 

    With over 19 years of experience in safety, security, emergency management, and transportation planning, Byren Lloyd is a dedicated and accomplished professional in the public transportation sector. Since July 2021, he has served as the Director of Safety and Security for the Potomac Rappahannock Transportation Commission (PRTC) in Prince William County, Virginia. Prior to taking over this role, Byren held the position of Quality Manager and Technical Projects Coordinator at PRTC.

    In his current role, Byren leads the PRTC Safety and Security program, overseeing risk management, hazard identification, access control, staff and regional training, and emergency preparedness. He also chairs a regional and local safety and security committee that focuses on information sharing, regional collaboration, and risk mitigation. Under his leadership, PRTC has been recognized with the prestigious Transportation Security Administration (TSA) Gold Standard Award in 2019 and 2023 and the Community Partnership Award in 2023, as well as the Virginia Transportation Association’s (VTA) Exceptional Safety Award in 2022 and 2024.

    Byren is an active member of the American Public Transportation Association (APTA) Safety and Security Committees. Before joining PRTC, he worked as a Transportation Planner in Fairfax County for seven years, where he was directly involved with capital projects related to bus stops and shelters, transit bus planning, and emergency management.

    Byren holds a Master of Technology Management from Georgetown University and received his Transportation Safety and Security Program (TSSP) Certification in 2022. He is also a proud member of the Leadership Prince William class of 2023. In his free time, he is an active mentor and instructor in the STEM-based mentor program Future Kings and enjoys developing young athletes to help them with academic success, career and business planning, as well as their athletic skills.

    PANEL B: STALKING 2.0 - THE USE OF TECHNOLOGY TO STALK

    DANA FLEITMAN 

    SENIOR TRAINING & AWARENESS SPECIALIST, STALKING PREVENTION, AWARENESS, AND RESOURCE CENTER (SPARC)

    Dana Fleitman (M.A.Ed.H.D) has been with the Stalking Prevention, Awareness, and Resource Center (SPARC) since 2018. In her role as Senior Training and Awareness Specialist, she provides training and technical assistance to multidisciplinary professionals across the country on recognizing and responding to stalking. Dana is a skilled trainer who leads in-person and online workshops on topics including stalking behaviors and dynamics, stalking on campuses, the use of technology to stalk, risk assessment, and safety planning. With a focus on public awareness, Dana also authors original resources – including ready-to-use curricula, discussion guides, and publications on stalking – and leads SPARC’s National Stalking Awareness Month efforts each January, designing and creating SPARC’s social media campaigns as well as infographics and videos year-round.

    Prior to joining SPARC, Dana was the Senior Manager of Prevention and Training Programs at Jewish Women International (JWI). At JWI, she created, delivered, and managed multiple educational programs on intimate partner violence, sexual violence, and healthy masculinity for audiences ranging from teens to professionals in the field, with a special emphasis on college campuses. Her previous work includes coordinating training and technical assistance for the HHS Office of Adolescent Health teen pregnancy prevention grantees. She also has direct service experience with groups including foster teens, refugees, and recent immigrants.

    Dana graduated from American University with a Bachelor of Arts in International Studies and George Washington University with a Master of Arts in Education and Human Development. She is based in the Washington, D.C. area. 

     

  • PANEL A: RE-ENTRY - BRIDGING THE GAP BETWEEN CORRECTIONS AND COMMUNITY

    SGT. K. MCDONALD

    INMATE PROGRAMS, PRINCE WILLIAM-MANASSAS ADULT DETENTION CENTER

    Sergeant Kristine McDonald has been with the Adult Detention Center for the last 13 years. She currently is the Sergeant in the Classification section, especially with Inmate Programs.  Kristine has a passion for improvement and teaches trade certification classes for the inmate population that may assist with employment when released. Kristine is a member of the Prince William Re-Entry Council; CIT certified and serves as a General Instructor for the Academy to assist with the new Officer hires.  She is dedicated to being a part of reducing recidivism in Prince William County.   

    CAMILLE WATKIN

    COMMUNITY READINESS AND REENTRY SUPPORT SERVICES MANAGER, ARLINGTON COUNTY SHERIFF’S OFFICE

    Camille Watkin didn’t take the typical path into law enforcement. For ten years, she served as a Community Health Nurse in Southeast DC, working with people facing serious health and psychiatric challenges. She later became a Deputy Sheriff with the Arlington County Sheriff’s Office, before shifting to a civilian role focused on restoration—developing programming and reentry services for those returning to the community. That mix of hands-on care and law enforcement experience has shaped her approach to public service: compassionate, innovative, and rooted in the belief that everyone deserves a second chance. 

    Today, Ms. Watkin manages Community Readiness and Reentry Support Services for the Arlington County Sheriff’s Office. She also serves on the Sheriff’s Community Advisory Group, sits on the Executive Board of OAR, the Arlington Reentry Council, and is an active member of both the Mental Health Criminal Justice Review Committee and the Arlington Addiction Recovery Initiative. 

    Ms. Watkin’s work has not gone unnoticed. In 2023, she received the Arlington Chamber of Commerce’s Meritorious Service Award. Three years later, Volunteer Arlington honored her with the Beloved Community Award, recognizing her leadership and commitment to Dr. Martin Luther King Jr.’s ideals of service, dignity, and civic engagement

    SHONTAE HUNTER

    DEPUTY CHIEF PROBATION OFFICER, VIRGINIA DEPARTMENT OF CORRECTIONS

    Shontae Hunter is the Deputy Chief Probation and Parole Officer with the Manassas Probation and Parole Office. She began her career with the VA Department of Corrections as a Corrections Officer,  before becoming a Treatment Counselor, where she was a member of one the Department's first Re-Entry Councils. She later transitioned to the role of a Probation Officer, where she worked with diverse specialized caseloads that including gang, intensive, substance use, and mental health cases, while still being active in assisting with the Office's Re-Entry needs. She currently is the P&P District's  Deputy Chief responsible for overseeing the Office's Re-Entry efforts through engagement with community stakeholders and connecting the probation population with resources and services that will promote their success, while promoting public safety within the community.  

    NATALIE TUCCI

  • PANEL A: HEALTH INNOVATIONS EMPOWERING COMMUNITIES

    DR. REBECCA E. SUTTER, DNP, APRN, FNP-BC, PMHNP-C

    As a doctoral-trained and credentialed Family and Psychiatric Mental Health Nurse Practitioner, Dr. Sutter serves as the Director of a network of eight Academic Nurse-managed community clinics. She has developed, implemented, and evaluated a unique model of community healthcare access and navigation called The Bridge Care Model. This model of care uses a systems approach to improve care and promote collaboration between public health, public safety, and health to ensure that evidence-based treatment is available for at-risk and marginalized individuals, families, communities, and populations. She uses the academic nurse-led clinics, which are strategically located in medically underserved areas (MUA) across the Northern Virginia region, to provide services to underserved and vulnerable populations and conducts translational research on evidence-based care for patients with limited resources. She has expanded this model of care to include criminally involved at-risk individuals being released into the community using a comprehensive and coordinated approach to connect them to needed health and social services using care navigation and peer recovery support programs across the Commonwealth of Virginia. Dr. Sutter has a history of extensive successful community collaborations on a variety of multidisciplinary implementation programs and research studies. 

    DR. NORA ELNAHAS 

    Dr. Nora Elnahas is a Doctor of Nursing Practice and dual board-certified Psychiatric-Mental Health Nurse Practitioner and Family Nurse Practitioner with experience across clinical care, research, academic teaching, and grant-funded program evaluation. Her work spans psychiatric and addiction treatment, multi-site clinical trials, and protocol-driven healthcare initiatives. 

    She brings a strong background in translating clinical and research evidence into practical strategies for care delivery, program improvement, and interdisciplinary collaboration. With experience in federally and industry-funded studies, regulatory standards, peer-reviewed scholarship, and evaluation systems. 

    KATANYA GOSWELL, PH.D. 

    LICENSED CLINICAL PSYCHOLOGIST, PROGRAM MANAGER: ASSERTIVE COMMUNITY TREATMENT (ACT), GET ON TRACK (GOT), AND FORENSIC SERVICES 

    Dr. Katanya Goswell is a licensed clinical psychologist specializing in forensic psychology. She has worked across forensic inpatient settings, community mental health centers, local jail and federal prison systems, and intensive in-home services for at-risk youth. Dr. Goswell currently serves as a Program Manager at Prince William County Community Services, where she oversees the Assertive Community Treatment team, the Get on Track first-episode psychosis team, and Forensic Services. She also teaches graduate-level forensic psychology courses and conducts forensic evaluations for courts across Virginia, including adult and juvenile competency to stand trial, sex offender evaluations, and sanity at the time of the offense evaluations. For the past six years, she has served on the Virginia Commissioner’s Forensic Evaluation Review Panel, providing oversight and feedback to forensic evaluators statewide. Her work reflects a strong commitment to community mental health, cross-system collaboration, and serving marginalized individuals involved in behavioral health and justice systems. 

    CAPT. S. NAQVI:

    CLASSIFICATION & TREATMENT DIRECTOR, PRINCE WILLIAM MANASSAS REGIONAL ADULT DETENTION CENTER 

    Captain Syed Naqvi brings nearly 20 years of corrections leadership experience to his role at the Adult Detention Center, with a strong background in public service, reentry support, technology, and community engagement. He holds a master’s degree in Mass Communications and is a Microsoft Certified Systems Engineer. During his tenure with the ADC, Captain Naqvi has led and supported several high-impact initiatives, including the launch of a Medicaid program that saved the agency nearly $500,000 in its first year and the development of the ADC Re-Entry Center, which received the Virginia VACo Award. His work reflects a practical commitment to improving agency operations, supporting returning citizens, reducing recidivism, and strengthening connections between the ADC and the broader community. 

    NANCY SPENCER, MHA, QMHP

    SENIOR DIRECTOR FOR MASON AND PARTNERS – EMPOWERED COMMUNITIES (MAP-EC), GEORGE MASON UNIVERSITY COLLEGE OF PUBLIC HEALTH 

    Nancy Spencer serves as Senior Director with George Mason University’s MAP-EC program, where she supports community-based initiatives focused on behavioral health, recovery support, and care coordination for high-need populations. In this role, she helps lead cross-sector partnerships that connect healthcare, public health, community organizations, and justice-system partners to improve access to treatment and support services. Her work includes program development, partner coordination, implementation support, and advancing health equity through practical, community-centered approaches. 

    PANEL B: HEALTH & HUMAN SAFETY: SHARED VISIONS, SHARED MISSIONS SIMULATION

    ROBERT WIENCKO,

    BATTALION CHIEF, DEPARTMENT OF FIRE & RESCUE

    Robert Wiencko is a Battalion Chief in EMS Operations with Prince William County Fire and Rescue System (PWCFRS) and the program lead for Prince William County’s Coordinated Community Care (CCC) initiative. With more than 26 years of service, he specializes in interagency coordination, operational leadership, and building systems that improve emergency response, clinical performance, and support for high-risk residents. 

    HEATHER BAXTER
    BEHAVIORAL HEALTH PROGRAM MANAGER, COMMUNITY SERVICES- CRISIS RECEIVING CENTER

    Heather Baxter is the Behavioral Health Program Manager for Emergency Services in Prince William County. She manages operations for community services programs such as discharge planning, emergency services, community response teams, and the crisis assessment center. Heather is the lead in Prince William County for the roll out of the Marcus Alert initiative. Heather is a licensed professional counselor with 15 years of experience managing inpatient psychiatric facilities and 24/7 response programs. She is a crisis intervention team trainer and serves an active role in training law enforcement within Greater Prince William County.

    CANDICE STANCIL

    HUMAN SERVICES MANAGER, DEPARTMENT OF SOCIAL SERVICES

    Candice has provided residential supportive services to vulnerable persons with disabilities for over 10 years. She obtained her bachelors and master’s degree from Morgan State University’s School of Social Work. Candice fell in love with homeless services in Fairfax County in May of 2016. She started as a case manager with Facets’ Supportive Housing Programs and transitioned into a senior case manager. In May of 2019, she transitioned to become New Hope Housing’s Director of Fairfax Permanent Supportive Housing.  During June 2021, Candice supported and consulted with the Lamb Center with permanent housing stabilization and supportive service guidance for The Beacon Landing project. In December of 2023, she was hired as a human service manager for the Prince William Area Coordinated Entry System and promoted to Program Manager in 2025 to oversee the daily operations of the system. When she is not serving, she loves being with being with her daughter and exploring the great outdoors. 

    AMY FEINBERG

    MEDICAL RESERVE CORPS (MRC) COORDINATOR, PW - VIRGINIA DEPARTMENT OF HEALTH

    ANDREA YOUNG, POPULATION HEALTH AND DISEASE PREVENTION MANAGER, PW - VIRGINIA DEPARTMENT OF HEALTH

    Andrea Young RN, MPH, CIC is the Population Health and Disease Prevention Manager for Prince William Health District (PWHD). Andrea has been with PWHD since 2007 and has worked under various positions including public health nursing, epidemiology, emergency preparedness & response, epidemiology, outreach, and population health.   

    HEATHER MARTINSEN, MENTAL HEALTH PREVENTION AND INTERVENTION MANAGER, COMMUNITY SERVICES

    Ms. Martinsen is the Wellness & Prevention Program Manager at Prince William County Community Services. She is a Certified Prevention Specialist and has worked in the field of substance use prevention and mental health promotion for over 26 years. The Wellness & Prevention team encourages mental health and the prevention of addiction and suicides with data-driven strategies. Heather works diligently in the community- building collaborative partnerships to increase resources and initiatives focused on underage and high-risk drinking, drug use, gambling, tobacco, mental health issues, suicide prevention and family wellness. She is a certified Mental Health First Aid, QPR and REVIVE trainer, and a Master ACE Interface facilitator. Heather continues to serve on the VA CSB Legislative Policy Committee, the Governor’s Addiction and Recovery Council, The Northern Virginia Regional Advisory Board for the Virginia Foundation for Healthy Youth. and is the Chairperson of the Community Coalitions of Virginia (CCoVA). She served as Co-Chair of the VA CSB Prevention Council for 6 years. Heather truly believes in a holistic approach to mental health focused on the intersection of trauma, behavioral health equity, mental health, and substance use. She emphasizes the importance of hope, recovery, and connection in all her work and strives to empower everyone to be that one caring, competent person to make a difference. She earned her undergraduate degree as a first-generation college student from Mary Washington College and her Master of Social Work from Virginia Commonwealth University with a Certificate in Gerontology. 

    In her free time, Heather can be found on her porch, in the woods with her partner and four-legged family members, reading a book or listening to a true crime podcast.
