AFFORDABLE HOUSING FUND (AHF) OVERVIEW
The establishment of an Affordable Housing Fund (“AHF”) and an Affordable Dwelling Unit (“AfDU”) program are identified as key implementation steps for the housing policies adopted by the Prince William County Board of County Supervisors as part of “Pathway to 2040: the Prince William County Comprehensive Plan” (“Comprehensive Plan”), on December 13, 2022. Ordinance No. 25-35 was approved on June 3, 2025, to establish the Affordable Dwelling Unit (AfDU) Ordinance under state enabling legislation Code of Virginia 15.2-2305.1, with the purpose of providing affordable housing for persons of low-moderate income through the Affordable Dwelling Unit Rental and For-Sale Programs. The Affordable Dwelling Unit (AfDU) Ordinance also authorized the creation of an Affordable Housing Fund.
The Prince William County Affordable Housing Fund (AHF) is a dedicated fund intended to provide flexible gap financing to development projects that will increase the supply and/or preserve affordable housing units in Prince William County and is a part of the Affordable Dwelling Unit (AfDU) Ordinance approved by the Prince William County Board of County Supervisors on June 3, 2025. The AHF’s primary purpose is to create and promote both affordable rental and home ownership opportunities for households with incomes at or below 80% of the Area Median Income (AMI) as defined by the U.S. Department of Housing and Urban Development (HUD) for the Washington-Arlington-Alexandria, DC-VA-MD Metropolitan Statistical Area and adjusted annually.
The Affordable Housing Fund was approved by the Board of County Supervisors on December 2, 2025, with revisions and recommendations from the Office of Housing and Community Development (OHCD) and final approval of the Affordable Housing Fund Policies and Guidelines by the Board of Supervisors on February 3, 2026.
Eligibility
Eligible loan applicants include non-profit and for-profit affordable housing developers that propose to provide affordable housing within the County. The units may be homeownership or rental housing and must be located in Prince William County. All applicants must have demonstrated capacity and experience developing products like that proposed, and with an acceptable credit history per the program’s underwriting guidelines.
