Committed Affordable Rental and For-Sale Units
COMMITTED AFFORDABLE HOUSING PROGRAMS OVERVIEW
The Prince William County Board of County Supervisors adopted its 2040 Comprehensive Plan (the “Comprehensive Plan”) on December 13, 2022, through Resolution No. 22-592. One of the goals of the Comprehensive Plan is that “affordable housing opportunities be available to all who live or work in Prince William County to purchase or rent safe, quality, affordable housing within their means.” The Committed Affordable For-Rent and For- Sale Unit(s) Program aligns with that goal through voluntary proffers offered by developers, which are identified as committed affordable dwelling units. The Committed Affordable For-Sale Units Program component provides for affordable housing units that are affordable for households with income at or below eighty percent (80%) and workforce housing units available to households with income at or below one-hundred and twenty percent (120%) of the Washington-Arlington-Alexandria, DC-VA-MD HUD area median income adjusted for household size as determined by the U.S. Department of Housing and Urban Development (HUD), and updated annually.
Program Implementation
The Committed Affordable Rental and For-Sale Units Programs are implemented through voluntary proffers from housing developers, local resources, and local guidelines, policies and procedures. The programs will be implemented according to each development approved affordable housing applicable proffers.
Committed Affordable Rental Units Program
Committed Affordable Rental Units, also referred to as Proffered Affordable Rental Units, are available in several apartment complexes throughout Prince William County through a special exception site plan process. Committed Affordable units are owned by private owners/landlords and are not owned or operated by Prince William County.
Units can be affordable to households with incomes at or below 80% (Affordable Housing Units), and households with incomes at or below 120% (Workforce Housing Units) of the Area Median Income (AMI) as defined by the U.S. Department of Housing and Urban Development (HUD) for the Washington-Arlington-Alexandria, DC-VA-MD Metropolitan Statistical Area, adjusted for household size and updated annually.

The Committed Affordable For-Sale Units Program consists of the sales of homes at below-market prices available to households with incomes at or below 80% (Affordable Housing Units), and households with incomes at or below 120% (Workforce Housing Units) of the Area Median Income (AMI) as defined by the U.S. Department of Housing and Urban Development (HUD) for the Washington-Arlington-Alexandria, DC-VA-MD Metropolitan Statistical Area, adjusted for household size and updated annually.
