NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices will satisfy two separate but related procedural requirements for activities to be undertaken by Prince William County.

 REQUEST FOR RELEASE OF FUNDS
On or about November 4, 2025, the Prince William County Office of Housing and Community Development (OHCD) will submit a request to the Department of Housing and Urban Development (HUD) Washington DC Field Office for the release of Community Development Block Grant (CDBG) funds under Title 1 of the Community Development Block Grant Act of l974, and HOME Investment Partnerships Program (HOME) funds as amended, to undertake the following projects:


Housing Rehabilitation Program(s) [Neighborhood and Affordable Rental] (FFY2025-2029 CDBG) Owner occupied housing rehabilitation programs for LMI residents of Prince William County and the Cities of Manassas and Manassas Park and housing rehabilitation for affordable rental units for LMI residents of Prince William County, both programs assist with the correction of health and safety issues as well as increase energy efficiency. Total CDBG funding for 5 years is approximately $15.9 million.

GINN Memorial Park Splash Pad ADA Accessibility Public Facility The project will provide Community Development Block Grant (CDBG) funding to facilitate the creation of a water park splash pad public facility which is ADA accessible within the Town of Dumfries. Total CDBG Funding $350,000.


FINDING OF NO SIGNIFICANT IMPACT
The Prince William County Office of Housing and Community Development has determined that the project(s) will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Prince William County Office of Housing and Community Development, at 15941 Donald Curtis Drive, Suite 112, Woodbridge, VA 22191-4217 and may be examined or copied on weekdays 8:00 A.M. to 4:00 P.M.

PUBLIC COMMENTS
Any individual, group, or agency may submit written comments to the Prince William County Office of Housing and Community Development, at 15941 Donald Curtis Drive, Suite 112, Woodbridge, VA 22191-4217. The Prince William County Office of Housing and Community Development will consider all comments received by November 3, 2025, prior to authorizing submission of a request for release of funds. Commenters should specify which Notice they are addressing.


 ENVIRONMENTAL CERTIFICATION
The Prince William County Office of Housing and Community Development certifies to HUD that name of Certifying Officer in his/her capacity as Official Title consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the name of grant recipient to use Program funds.


 OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the Prince William County Office of Housing and Community Development certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Prince William County; (b) Prince William County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds or incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec.58.76) and shall be addressed to HUD, 820 First Street, N.E.,
Suite 450, Washington, DC 20002-4255, Attention: Mr. Michael D. Rose, Director, Community Planning and Development Division. Potential objectors should contact HUD at (202) 275-9200, to verify the actual last day of the objection period.
