Virginia Stormwater Management Program

OVERVIEW

The Virginia Stormwater Management Program (VSMP) is managed by the Department of Environmental Quality to oversee and enforce the Virginia Clean Water Act.

As a result, first time applicants are to submit their initial registration statements to their local VSMP Authority. See the list below for additional Authority jurisdiction information:

PRINCE WILLIAM COUNTY'S VIRGINIA STORMWATER MANAGEMENT PROGRAM

Prince William County participates in a state program to help control stormwater runoff and pollution from entering our local waterways. This program, known as the Virginia Stormwater Management Program (VSMP), provides guidelines for managing water from the municipal storm sewer system and construction activities.
Our local storm sewer system is made up of pipes, culverts, ditches, management ponds and natural retention areas such as wetlands, swales and rain gardens. Each item within the overall system helps to slow the flow of storm water, retain run off so sediment can settle and allow the rain water to be naturally absorbed into the soil.
The goal is to reduce or eliminate excess fertilizers, herbicides, insecticides, oil, grease, toxic chemicals, sediment, bacteria, pet waste, and discarded trash from entering waterways. These pollutants can degrade water quality, contaminate water supplies, interfere with aquatic habitats and discourage recreational use.
Prince William County undertakes a variety of monitoring efforts, conservation projects and initiatives to meet these guidelines and regulations.

As of July 1, 2014, Prince William County, along with other localities became the local VSMP Authority for their programs- as a result, new submission requirements for the VSMP Registration Statements and VSMP Operator Permit applications have been implemented. Prince William County chose to go with the minimum recommended fee amount which can be found here.

First time registrants shall submit their registration statements, operator statements, and applicable fee after their pre-construction meeting with the area Site and Transportation Inspector. Application and receipt of the statements is necessary prior to being issued site permits for construction by Development Services.

STORMWATER MANAGEMENT AND PLAN REVIEW

In addition to the VSMP fee which may be required for your project, the Agreement in Lieu of SWM form is required for single-family lots where stormwater management cannot be achieved. As part of the plan review process, Watershed Management will ask to have the signed Agreement submitted at the time of plan submittal. While the SWPPP is not required to be submitted at the time of plan submission, the SWPPP will be required to be kept on site along with all other required permits and made available to the site inspector(s).

STORMWATER MANAGEMENT AND SITE PERMITTING

In order to obtain your site development permit, you will be required to have a pre-construction meeting with your area site inspector to go over details of the project and the County's pre-construction package. At the time of the meeting, you will be asked to bring your completed registration statement so it can be reviewed by the site inspector for accuracy. After the pre-construction meeting, you will bring your completed registration to Land Development Services where they will upload your information into the DEQ database.

If the status shown is anything other than "Active", please contact your respective state corporation commission to resolve any outstanding issues prior to submission of the 2019 Construction General Permit Reissuance package.

  • DEQ's VIRGINIA EXTERNAL GIS MAPPER (VEGIS)
    Use this mapper with the latitude and longitude coordinates of your project to determine items such as the 6th Order HUC code. This is the standard that the state has adopted when filling out your Construction General Permit Registration Statements among other forms from DEQ.

  • Are draft registration statements acceptable for reissuance? Yes. Draft 2019 registration statements are acceptable. DEQ has already begun receiving and accepting digital and hard-copy registrations. A final version of the registration statement should be available in late May.

  • My project has been completed for quite some time, why am I receiving this letter? The list of permittees that we received from the state (DEQ) was a list of active permittees as of June 30, 2018. If your project was completed and no Notice of Termination was completed and processed through Prince William County and / or DEQ, then your permit most likely still has an active status showing in the state system; to prevent having to pay the Annual Permit Maintenance Fee listed in your letter, please contact us to discuss submission of the Notice of Termination to resolve this matter.

 

  • Is there a fee to reissue permit coverage? There is no fee to reissue CGP coverage. Applicable annual maintenance (and any past-due fees) fees must be paid in full prior to being allowed to reissue permit coverage. Note that any fees charged by a local government at the time of reissuance cannot be for the CGP reissuance itself. (Prince William County sent out by e-mail a letter with applicable Annual Permit Maintenance Fees which must be paid prior to processing of the 2019 CGP Registration Statement, the hard-copy of the letters have been mailed to applicants as well).
 
  • Are original signatures required on the new Registration Statements or are emailed statements acceptable?All registration statements must be submitted as a hard copy with a wet signature or a scanned copy of the form with a wet signature. Scanned copies may be submitted by email. Typed signatures are not acceptable.
 
  • How does DEQ handle receipt of forms submitted by operators for projects that are under the jurisdiction of a local VSMP Authority? If DEQ receives forms intended for a local VSMP Authority, they are returned to the operator with instructions to submit to the locality.
 
  • The Registration Statement reads "The Certification in item #12 must be signed by the appropriate person associated with this operator". For clarification, does the person that signs the registration statement have to be the same as who is listed as the contact under the operator? The person that signs the 2019 reissuance registration statement does not need to be the same person that signed the previous registration statement, however, the Operator name must be the same. Anyone with signatory authority for that Operator per Part III K of the permit may sign permit forms for that Operator.
