Virginia Erosion & Stormwater Management Program

OVERVIEW

The Virginia Erosion & Stormwater Management Program (VESMP) is managed by the Department of Environmental Quality to oversee and enforce the Virginia Clean Water Act.

As a result, first time applicants are to submit their initial registration statements to their local VSMP Authority. See the list below for additional Authority jurisdiction information:

PRINCE WILLIAM COUNTY'S VIRGINIA EROSION STORMWATER MANAGEMENT PROGRAM

Prince William County participates in a state program to help control stormwater runoff and pollution from entering our local waterways. This program, known as the Virginia Erosion & Stormwater Management Program (VESMP), provides guidelines for managing water from the municipal storm sewer system and construction activities.
Our local storm sewer system is made up of pipes, culverts, ditches, management ponds and natural retention areas such as wetlands, swales and rain gardens. Each item within the overall system helps to slow the flow of storm water, retain run off so sediment can settle and allow the rain water to be naturally absorbed into the soil.
The goal is to reduce or eliminate excess fertilizers, herbicides, insecticides, oil, grease, toxic chemicals, sediment, bacteria, pet waste, and discarded trash from entering waterways. These pollutants can degrade water quality, contaminate water supplies, interfere with aquatic habitats and discourage recreational use.
Prince William County undertakes a variety of monitoring efforts, conservation projects and initiatives to meet these guidelines and regulations.

As of July 1, 2014, Prince William County, along with other localities became the local VESMP Authority for their programs- as a result, new submission requirements for the VESMP Registration Statements and VESMP Operator Permit applications have been implemented. Prince William County chose to go with the minimum recommended fee amount which can be found here.

First time registrants shall submit their registration statements, operator statements, and applicable fee after their pre-construction meeting with the area Site and Transportation Inspector. Application and receipt of the statements is necessary prior to being issued site permits for construction by Development Services.

STORMWATER MANAGEMENT AND PLAN REVIEW

In addition to the VESMP fee which may be required for your project, the Agreement in Lieu of SWM form is required for single-family lots where stormwater management cannot be achieved. As part of the plan review process, Watershed Management will ask to have the signed Agreement submitted at the time of plan submittal. While the SWPPP is not required to be submitted at the time of plan submission, the SWPPP will be required to be kept on site along with all other required permits and made available to the site inspector(s).

STORMWATER MANAGEMENT AND SITE PERMITTING

In order to obtain your site development permit, you will be required to have a pre-construction meeting with your area site inspector to go over details of the project and the County's pre-construction package. At the time of the meeting, you will be asked to bring your completed registration statement so it can be reviewed by the site inspector for accuracy. After the pre-construction meeting, you will bring your completed registration to Land Development Services where they will upload your information into the DEQ database.

If the status shown is anything other than "Active", please contact your respective state corporation commission to resolve any outstanding issues prior to submission of the 2019 Construction General Permit Reissuance package.
