Prince William County Standardizes Zoning Path for Licensed Group Homes to Support Community Housing

Prince William County Development Services’ Land Development Division has released a detailed regulatory framework and step-by-step guide to clarify the zoning approval process for Group Homes. This initiative ensures that residential facilities for the elderly and individuals with disabilities can successfully navigate local and state requirements, including mandatory safety inspections and licensing verified by the Department of Behavioral Health and Developmental Services (DBHDS) or the Department of Social Services (DSS).
"Transparent zoning is the foundation of a safe, inclusive community," said Ricky O’Connor, Acting Director, Department of Development Services. "Our new guide bridges the gap between state licensing and local land-use laws, giving providers a clear checklist—from address validation to final Certificate of Occupancy—before they begin their vital work."
Prince William County recognizes qualifying Group Homes as single-family residential occupancies. By standardizing the approval path, the County aims to reduce administrative delays for providers offering critical housing services while maintaining strict compliance with safety codes.
Key Requirements for Group Home Eligibility:
- Capacity Limits: Facilities must serve no more than eight (8) individuals (plus resident staff) to qualify under the single-family occupancy status.
- State Licensure: Applicants must present a current license or official "authority to be licensed" from the DBHDS (for individuals with disabilities) or DSS (for the elderly or infirm).
- Mandatory Safety Reviews: Beyond zoning, all facilities must undergo a Building Development Division review and a mandatory Fire Marshal inspection to ensure the structure is safe for high-needs residents.
The Four-Step Approval Process:
- Zoning Submission: Apply through ePortal or at the Development Services Building. In-person service tickets are issued between 8:00 am and 2:00 pm.
- Verification: The Zoning Counter validates the property’s address, checks for existing proffers, and confirms the use is permitted by right under the Zoning Ordinance.
- Building Review: Approved zoning applications move to the Building Development Division for a code review.
- Inspection & Occupancy: Final approval is granted only after a successful Fire Marshal inspection and the issuance of a Certificate of Occupancy.
This standardized process does not apply to Family Day Homes (Childcare), which must continue to apply for a Home Occupation Certificate.
