Interested in Hiring an Off-Duty Police Officer?
Organizations wishing to enhance public safety and security at specific locations or events, as well as ensure the efficient flow of traffic, are able to submit a request to hire off-duty police officers. Examples where officers typically work off-duty include:
- Community festivals and events
- Events for faith-based organizations
- Music concerts
- Neighborhoods and specialized venues
In order to efficiently respond to requests and manage the process, the Prince William County Police Department has partnered with Off Duty Management (ODM) to provide services related to hiring off-duty officers.

Rate Structure Definitions
- SUPERVISOR RATE: A supervisor is required when five or more officers are present.
- LEVEL 1 RATE: An optional higher rate of pay available to requestors/vendors to best meet your needs. This rate may be required by the Police Department for requests that are difficult to fill and/or occur during times that impact the day-to-day operations of the Police Department. This rate will be determined by the detail coordinator upon request for a detail.
- LEVEL 2 RATE: An optional higher rate of pay available to requestors/vendors. This rate may be required by the Police Department for requests that have a major impact to the day-to-day operations of the Police Department. Example: Multiple large details that are already scheduled at the same time and date that have exhausted staffing. This rate will be determined by the detail coordinator upon request for a detail.
- HOLIDAY RATE: The holiday rate will apply to the following days: New Year's Day, MLK Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve, and Christmas Day.
- EMERGENCY RATE: If request is received less than 72 hours prior to assignment, the emergency pay rate goes into effect.
- ADMINISTRATIVE FEE: Additional fees are required for all off-duty details to offset the cost of equipment and administrative expenses.
- NOTE: there is a 3-hour minimum per request.

Customer cancelling or reducing an assignment within 8 hours of the start of the assignment shall pay the greater of officer hours worked or the agency minimum hours plus ODM administrative fees for the first 24 hours of the original assignment.
- PROHIBITIONS
All requests are subject to final approval. General prohibitions as described below.
- Requests for private events such as birthday parties, weddings, etc.
- Requests that might require disclosure of confidential information gained by reason of the member's position with the police department.
- Requests that might impair the member's independent judgment in the performance of duties.
- Locations where alcoholic beverages are dispensed or consumed on premises as part of that business' primary activity or income, or where there is gambling or any other business activity of an illegal nature. Exception may may be granted by the police department and may include Jiffy Lube Live, festivals, and County sponsored events where an ABC license has been issued.
- Except for self-employment, in any capacity for any private individual, private business, or any other employer who does not carry worker's compensation and liability insurance for employees.
- Locations selling pornographic books, magazines, sexual devices, or videos or that otherwise provides entertainment or services of a sexual nature.
- As a process server, repossession agent or bill collector, towing of vehicles or in any other employment in which police authority might tend to be used to collect money or merchandise for private purposes.
- Requests for employment which assists (in any manner) the case preparation for the defense in any criminal or civil action or proceeding.
- Requests for any business or labor group that is on strike.
- As a defacto employment agent receiving compensation for procurement of jobs for employees.
- INVOICING & PAYMENTS
Off Duty Management will be directly paying officers for their off-duty work and ODM will be reimbursed by your company. See the terms listed below.
INVOICING & PAYMENT TERMS:
ODM reserves the right to require vendors to prepay for the services requested, including any applicable administration fees and sales tax. If the vendor is approved for invoicing, invoiced payments will be net 30 days from the day the invoice is emailed to the vendor after services rendered. The vendor shall pay ODM’s invoice(s) within thirty (30) days after the date that the vendor receives such invoice(s). A late payment charge of 1.5% per month may be imposed by ODM on all past due, undisputed balances. Where state law mandates a lower late payment charge, the late payment charge shall be lowered to the highest rate that is legally permitted. If payment of such unpaid, past due, and undisputed amounts is not promptly received in accordance with the terms hereof, then ODM will have the option to terminate services at one or more of the vendor’s facilities following ODM’s provision of at least two (2) days’ notice to the vendor. The vendor shall notify ODM of any dispute regarding the amount of an invoice within ten (10) days from the date of the vendor’s receipt of ODM’s invoice or such claim is deemed waived.
INVOICED APPROVED VENDORS:
Please email to [email protected] any of your company's required invoice registration forms, required account payable processes, or portals prior to the start of the first requested job. Delay in this information provided to ODM will not extend vendor requirements regarding the 30-day net payment terms from the date of the invoice.
CREDIT CARD PAYMENTS:
For vendors paying by credit or with debit card, there will be an additional 3.0% fee for this payment method.
- TERMS & CONDITIONS
All terms and conditions will be reflected in OfficerTRAK® when submitting a request for service. These terms and conditions are consistent with Off Duty Management’s contract with the Prince William County Police Department.
