Who is Considered a Residential User?
In Prince William County, a residential user of the Landfill Complex or the Compost Facility is defined as an individual who resides within Prince William County or the towns of Dumfries, Occoquan, Haymarket, or Quantico and who is not a commercial user or refuse remover. To qualify as a residential user, the materials being brought to the Landfill Complex or the Compost Facility must originate from the resident’s own household, not from a job site, commercial activity, or any business-related operation.

Proof of Prince William County Residency Required
for Solid Waste Facility Residential Users
Residents must provide proof of residency to use the County Landfill or Compost Facility. We appreciate your cooperation with our staff as they uphold this requirement.
Acceptable proof of Prince William County residency includes:

Note: The driver’s license or ID must belong to an individual who is physically present in the vehicle. For all supporting documents, the name on the driver’s license or ID must match the name on the bill or rental/lease agreement.
How to Obtain Your Property Tax Bill (Prince William County)
If your mortgage company pays your property taxes through escrow and you don’t receive paper statements, you can still access your tax bill online. Follow these steps to get the PDF version you’ll need for landfill access:
Go to the Prince William County Tax Administration website: https://tax.pwcgov.org/
Register for an account if you don’t already have one, then log in.
Once logged in, scroll down to locate your property account.
Open your current tax bill, which will be available in PDF format.
Download or print the PDF version of your tax bill.

Beginning March 31, 2025, the Prince William County Public Works Solid Waste Division will implement an upgraded Driver’s License Verification System at the County Landfill and Compost Facility. This system will replace manual, visual ID checks with an automated scanning process to verify County residency more efficiently.
Residents will scan their Virginia DMV-issued driver’s license at the scale house upon arrival. The system will then verify their residency and determine whether they pay the County Solid Waste Fee, ensuring accurate fee collection.
All residents using the Prince William County Landfill and Compost Facility must present and scan a Virginia DMV-issued ID for entry.
Prince William County’s Rules and Regulations for the solid waste facilities allow customers to present a military ID or out-of-county driver’s license along with a current personal property tax receipt or real estate tax receipt as proof of residency. Scalehouse staff will review the tax receipt to ensure that the document is current and can enter the address on the tax receipt into the software for the system address verification. This will ensure continued access under the updated system.
The system automatically determines if a resident pays the County Solid Waste Fee. Residents from the following jurisdictions do not pay this fee and will be required to pay disposal charges when using County solid waste facilities:
No, the Driver’s License Verification System does not store or retain any personal data. When you scan your Virginia DMV-issued ID at the scale house, the system only checks the address on the license at the time of entry to confirm Prince William County residency. Once the verification is complete, no information is saved or recorded in the system. This process is designed to be quick, secure, and privacy-conscious while improving efficiency at the facility.
Effective March 14, 2025, the Prince William County Tax Administration Office will no longer issue Solid Waste Facility Decals. On March 31, 2025, all landfill and compost facility residential visitors will be required to scan their Virginia DMV-issued driver’s licenses at the scalehouse.
Proof of residency must belong to the person present at the time of disposal. In the past, individuals and contractors tried to bypass the rules by using borrowed documents from friends or clients. To prevent this, staff can only accept valid government-issued documents directly tied to the person at the site.
