Mobility Chapter Update Comprehensive Plan Amendments
The Prince William County Department of Transportation and the Planning Office are hosting an online town hall on Thursday, February 19, 2026 at 6:30pm to collect feedback from the citizens of Prince William County regarding three changes to the Mobility Chapter Roadways Map and the Countywide Trails Map. Up for discussion will be potential Board of County Supervisors initiated changes to the roadways and trails maps for parts of Sudley Road and Heathcote Boulevard, and the planned Manassas Battlefield Bypass. On May 13, 2025, the Board of County Supervisors passed Resolution 25-281 to initiate Comprehensive Plan Amendment CPA2025-00007 to make changes to Mobility Chapter of the 2040 Comprehensive Plan for the following:
- Remove following Roadway References from the text and the Roadway Plan Map and associated shared use paths from the text and the Countywide Trails Plan Map for the following:
- Manassas Battlefield Bypass (Lee Highway/Route 29 To Fairfax County Line).
- Route 28 Bypass (Sudley Road/Route 234 Business To Fairfax County Line).
- Sudley Road / Route 234 (James Madison Highway/U.S. Route 15 to Manassas National Battlefield Bypass).
- Heathcote Boulevard (James Madison Highway/U. S. Route 15 to Antioch Road).
- Add the Widening of existing Route 28 From Four to Six Lanes Between the Manassas City Line and Fairfax County Line.
Following initiation of the amendment, County staff determined the proposed changes would be best addressed as four (4) separate comprehensive plan amendments so action could be taken on each separately. The first comprehensive plan amendment, CPA2025-00007 Mobility Chapter Update (Route 28 Changes), included the request to remove the Route 28 Bypass and add the widening of the Route 28 current alignment as described above. On January 20, 2026, the Board of County Supervisors approved CPA2025-00007. More Information on this comprehensive plan amendment can be found on the project web page.
The three (3) Comprehensive Plan Amendments remaining are:
- CPA2026-00007, Mobility Chapter Update (Sudley Road/Route 234)
- CPA2026-00008, Mobility Chapter Update (Heathcote Boulevard)
- CPA2026-00009, Mobility Chapter Update (Manassas Battlefield Bypass)
Staff are working on the remaining amendments concurrently and will bring them forward to the Planning Commission and the Board of County Supervisors together for consideration. The three updates are located within the Gainesville Magisterial District.
What’s Changing and Why It Matters
The Mobility Chapter Updates propose changes to the Mobility Chapter of the Prince William County 2040 Comprehensive Plan to reflect current transportation priorities in the Gainesville Magisterial District. The Mobility Chapter acts as a guide for future investment in the transportation network and outlines a clear and transparent vision for both staff and residents of Prince William County. Residents are encouraged to be aware of any proposed changes and provide input to help ensure the vision for the County aligns with resident priorities.
