CSB

The Prince William County Community Services Board (CSB) is a 10-member policy-making Board that serves the residents of Prince William County, the City of Manassas, and Manassas Park who are in need of assistance in the areas of mental health, developmental disabilities, substance abuse, early intervention, and emergency services. Members are appointed by each of the Board of County Supervisors, and one from Manassas and Manassas Park.

    Mr. O’Leary was appointed to the Prince William County Community Services Board on March 20, 2012, representing the Brentsville Magisterial District. He has held several leadership positions at Navy Federal Credit Union for the past 25 years, managing annual budgets in excess of $100 million.

    Mr. O’Leary currently is a Manager of IT Operations leading three teams supporting the Headquarters and Northern Virginia operations with locations in Vienna, Winchester, and Herndon. Prior to his appointment to the CSB Board, Mr. O’Leary served as Vice Chair on the Superintendent’s Advisory Council on Instruction, is a past Adult Committee Chair in Scouting, and former Committee Chair at the Gainesville United Methodist Church.

    Mr. O’Leary and his family have lived in Prince William County since 2001.

    Ms.  Voneka S. Bennett, Esq. is a Virginia Attorney specializing in the areas of Family Law, Elder Law, Real Estate Law, and Ethics.  She has been a resident of Prince William County since 2003.  She was raised in Fairfax County, Virginia, and she graduated from Hayfield Secondary School.  Thereafter, she attended Georgetown University and obtained a Bachelor of Arts Degree in English Literature and a Minor in Women’s Studies.  Upon obtaining her undergraduate degree, Ms.  Bennett attended North Carolina Central University School of Law, where she received a Juris Doctor degree.

    Ms. Bennett was appointed to the Prince William County Community Services Board (CSB) – Woodbridge Magisterial District in 2019.  She now serves as the Vice Chair of the Prince William County CSB.  In 2024, Ms. Bennett was elected to serve as Board Member Representative for Region 2 of the Virginia Association of Community Service Boards.  She continues to serve in this capacity, where she advocates for the needs of clients served by the PWC CSB, as well as those employed by the CSB.

    Prior to being appointed to these CSB Boards, Ms. Bennett received services from the CSB.  As someone with over 20 years of lived experience, Ms. Bennett shares a special connection to CSB clients.  She is a zealous advocate for her peers.  Her deep passion for mental health advocacy, education, and services is driven by her own personal experience and the sudden loss of her younger brother, Robert Bennett, III, who passed away in 2018 due to an untreated mental illness.  Ms. Bennett knows that education, prevention, and access to mental health services are essential components to mental health recovery.  She is determined to obtain results in reducing the stigma of mental illness and securing help and treatment for individuals with mental health challenges.

    Ms.  Bennett is an active member of the Virginia State Bar and the American Bar Association.  She is also an active member of the National Coalition of 100 Black Women, Incorporated – Prince William County Chapter, where she engages in meaningful and impactful advocacy for black women and girls.  In 2025, Ms. Bennett was elected to serve as Chair of the Amenities and Ritual Committee for the Coalition.  She also advocates in the areas of public policy and education for the Coalition. 

    Ms. Bennett is a woman of faith and is a member of the First Mount Zion Baptist Church located in Dumfries, Virginia.  In December 2025, she was nominated and elected to serve as the Assistant Church Clerk.

    Ms.  Bennett is the proud mother of her daughter and her treasure - Sarah, who attends Old Dominion University.  She is also very fond of her special cat – “Miss Kitty Wiggles,” and her beloved Yorkie, “Sadie.” In her spare time, Ms.  Bennett enjoys spending time with family and friends, writing, cooking, creating art, and traveling.

    Vicky Castro recently retired as a social worker with Prince William County and has over 20 years’ experience in the field of education. A graduate of Fairfax County public schools, she received an undergraduate degree in education from George Mason University and a master’s in social work from Virginia Commonwealth University. Mrs. Castro was appointed to the Prince William County Community Services Board (CSB) – Occoquan Magisterial District in 2024.

    Mrs. Castro was the recipient of a Human Rights Award from the Human Rights Commission of Prince William County in 2014. She is a graduate of Leadership Prince William, Class of 2018. Mrs. Castro participates in social justice activities in her community. Prior to being appointed to the CSB Board, she was a commissioner on the Racial and Social Justice Commission. She currently is the chairperson of Beacon for English Language and Literacy, is on the Citizen’s Advisory Board to the Prince William County Police Department, and a volunteer for NAMI Prince William. Mrs. Castro is a passionate advocate for families and children, specifically in the areas of behavioral health and access to resources.

    Mrs. Castro and her husband have lived in Prince William County since 1983 and raised four children who graduated from Prince William County Schools and attended universities in Virginia.

    Patrick Sowers was appointed to represent the Coles District on the Community Services Board in 2016. Patrick has always had a passion for community involvement, from over a decade of mentoring young athletes on and off the sports field, to being a community organizer, and volunteering at his church. He has been a voice in the Coles District of Prince William County for several years, concerning issues with roads, new developments, and new schools.

    On a personal level, Patrick is a second-generation Realtor® and third-generation Northern Virginia resident. His parents moved the family from the Fairfax area, into Prince William in 1976. Patrick has built his life and family here in Prince William. He graduated from Gar-Field Senior High School in 1992, where he met his wife Missy. Patrick has owned three small businesses in the county, including currently working as a Realtor® in his Woodbridge office.

    Alisa Thornton was appointed as a member of the PWC Community Service Board, in 2025.  Alisa is a proud wife, mother and grandmother. Her passion is deeply rooted in her personal experiences, which have fueled her desire to create positive change and support those in need. She is a well-known advocate in PWC working with many organizations that directly impact families and individuals in crisis. Her work is particularly focused on issues surrounding disabilities and mental health, and she is a strong supporter and volunteer for the National Alliance on Mental Illness (NAMI). She is also the Chair of the Virginia Department of Social Services Advocacy Council.

    Her professional background as a dedicated Realtor with REAL Broker LLC provides her with a unique perspective of housing stability within the community. She lives and has a business based in Prince William County.

    Recognized for her tireless efforts, Alisa received the Governor's Volunteerism & Community Service Award for Outstanding Adult in 2024. Through her advocacy, she strives to ensure that everyone, regardless of their challenges, has the support and resources they need to thrive.

    Lisa Climer has been a Manassas resident since 2018. She is employed by George Mason University's College of Public Health, where she serves as the Assistant Director of Practicum Education in

    the Department of Social Work. In her role, she advises graduate and undergraduate social work students entering practicum, teaches practicum seminar courses, and collaborates with community agencies to develop and support partnerships nationwide.

    Before joining George Mason University, Lisa worked at Piedmont Virginia Community College in Charlottesville, where she designed, coordinated, and provided instruction in college and career readiness as well as adult secondary education programs.

    Lisa began her social work career in child welfare with the Charlottesville Department of Social Services in 1994 and later worked for Region Ten Community Services Board. She holds a Master of Social Work degree from Virginia Commonwealth University and a Bachelor of Arts from the University of Virginia.

    Since 2019, Lisa has represented Manassas on the Prince William-Manassas Regional Jail Board. She and her spouse have two young adult daughters.

    James Keller is 54 years old and was born in Seoul, South Korea. He has been married to Martha Keller for one year and resides in Woodbridge, VA. The son of a retired army veteran, James, comes from a large family that includes two sisters and seven brothers, seven of whom are adopted.

    With over 25 years of experience in Child Protective Services and Mental Health across North Carolina, Texas, and Virginia, James currently serves as the supervisor for Manassas Park County DSS. In his role, he oversees Child Protective Services, Adult Protective Services, Foster Care, Fostering Future, Adoption, In-Home Services, Resource Family, and Intake.

    Dr. William Carr was appointed to the Community Services Board from the Potomac Magisterial District in January 2020. He is a pediatrician who was in private practice in northern Virginia for 30 years. He received his undergraduate degree from Emory University in 1977 and graduated with an M.D. degree from the Medical College of Georgia in 1981. He also completed his pediatric residency at MCG in 1984. Upon moving to northern Virginia in 1985, he practiced in Manassas for five years before establishing his own practice in Stafford County in 1990. Since 2016, he has transitioned to a capacity as a locum tenens pediatrician, serving communities throughout Virginia as well in California and Washington states.

    Dr. Carr has previously serviced a president of the Prince William County Medical Society and the Virginia chapter of the American Heart Association as well as chairman of the Council of Northern Virginia Medical Societies and department of pediatrics at Sentara Northern Virginia Medical Center. He held clinical assistant professorships at the University of Virginia and the Medical College of Virginia as well as affiliate faculty at George Mason University where he was involved in training medical and nurse practitioner students. He has been involved in multiple capacities working with special education students throughout northern & central Virginia, including Prince William County. Dr. Carr lives with his wife, M.A. Sargo, who serves on the Historical Commission. They have been residents of Prince William County for the past 16 years.

    Bradley Marshall is a shareholder and trial attorney at Vanderpool, Frostick & Nishanian, P.C., in Manassas. He leads the firm’s white collar and criminal defense section, is co-lead for their investigations section, and practices in the municipal law and civil litigation sections. Prior to joining the firm, Brad served as an Assistant Commonwealth’s Attorney in Prince William County for over a decade, where he specialized in prosecuting criminal street gang cases, violent crimes, firearms offenses, and mental health-related cases.

    He is appointed to the Virginia Department of Criminal Justice Services board of directors by the Governor and serves as Chairman of the Community Criminal Justice Board. He is the past-President of the Prince William County Bar Association and PWC Bar Foundation. Brad also serves on the Board of Trustees for Court Appointed Special Advocates (CASA) Children Intervention Services and the Board of Regents of Leadership Prince William. Additionally, he is a member of the board of directors of the Greater Prince William Chamber of Commerce.

    Brad is heavily involved in criminal justice reform at the local and state levels. He serves on the Evidence-Based Decision Making Policy Committee and is a member of the local DIVERT Committee, which focuses on addressing mental illness within the criminal justice system. He also played a key role in establishing and implementing Prince William County's Mental Health Docket.

    Brad received his undergraduate degree from the University of Virginia and his juris doctorate degree from Michigan State University. He is a graduate of Leadership Prince William. Among his many honors, he received the Potomac Local “Forty Under 40” Award in 2014, the County Executive Award in 2015, and was part of the inaugural class of Virginia’s “Up & Coming Lawyers” in 2016. He was named the 2017 Pro Bono Attorney of the Year and recognized as a 2024 “Leader in the Law” by Virginia Lawyers Weekly.

    He maintains an “AV-Preeminent” attorney rating, the highest possible rating in both legal ability and ethics, and is regularly featured in the best lawyers editions of Virginia Business Magazine, Northern Virginia Magazine, and Washingtonian Magazine, among others. Brad is also the author of numerous chapters in attorney practice guides and teaches ethics, mental health law, Fourth Amendment law, and other topics to judges and lawyers across the state.
