Comprehensive Plan Amendment: Mobility Chapter Update (Route 28 Changes)

On February 18, 2025, the Board of County Supervisors directed County staff to prepare a Comprehensive Plan Amendment to remove the Route 28 Bypass and consider widening the existing Route 28 from four to six lanes. On May 13, 2025, the Board adopted Resolution 25-281, formally initiating CPA2025-00007 – Mobility Chapter Update (Route 28 Changes).

Following this action, staff refined the amendment’s scope to focus specifically on Route 28 and the Route 28 Bypass. Other related transportation and land-use items from the same resolution will be addressed in separate Comprehensive Plan Amendments in the future.

 

What’s Changing and Why It Matters

The Route 28 Mobility Chapter Update proposes changes to the Mobility Chapter of the Prince William County Comprehensive Plan to reflect current transportation priorities. The amendment removes the planned Route 28 Bypass and its associated shared-use path from County plans and maps.

In place of the Bypass, the amendment adds the widening of Route 28 from four to six lanes between the Manassas City Line and the Fairfax County Line, as well as the creation of the Flat Branch Trail, a new recreational trail following the general alignment of the former Bypass.

These updates are located within the Coles and Gainesville Magisterial Districts and include portions of the Yorkshire Activity Center, where the Route 28 widening will coordinate with ongoing small area planning efforts.
